Well, I don’t know for sure, but I think for the most part you are right. That it’s formatting differences. However, I do think that part of it has to do with different languages and translations. Because, say for example, a game is made in Japan. It’s going to take some time to get someone to translate it, and then make voiceovers in english or other languages.
But I don’t know for sure.
Well i don’t think PAL and NTSC have anything to do with videogames only VCRs. However I do believe they release it at different times for language difference for the games. Also for consoles, since there are different voltage requirements around the world they need to change the console so it is compatable with electric outlets in the area.
